Senior Consultant 

The Senior Consultant will be an integrated part of the National Consulting Practice team for the water/utility industry and an established Project Manager with excellent client facing abilities.

The Senior Consultant will assist in Westin’s strategic initiatives, key pursuits, planning and solution development, technical delivery, and project delivery to grow sales and revenue within Westin. The Senior Consultant will manage project staff and ensure quality performance of key technical tasks within budget, schedule, and Westin’s Quality Standards. The Senior Consultant shall be able to develop  “trusted advisor” client relations and help lead strategic projects wins where they are named as the Project Manager.  The Senior Consultant shall also be a key contributor to the National Practice in developing and defining service packages, delivery standards and the Westin Way.

Job Qualifications

  • 10 plus years of technology-related consulting experience in utilities or public sector agencies, including 5 plus years in a water/wastewater consulting environment
  • Experience as functional lead in CMMS systems implementation, preferably with Oracle Utilities Work & Asset Management and/or Infor EAM
  • Extensive consulting experience in the following:
    • Requirements definition and CMMS software selection
    • Implementation of CMMS software and GIS integration
    • Business Process Improvement
    • Asset and Maintenance Management
  • Managed multiple projects and staff.
  • Demonstrated ability to influence and help win competitive projects
  • Proven history of client account development
  • Demonstrated ability to grow and mentor project teams
  • Excellent written and verbal presentation skills with the ability to present complex ideas in a clear and concise manner to internal and external audiences
  • BS in Business, Information Technology or Engineering or related field, advanced education degree a plus
  • Project Management Institute (PMI) Certification as Project Management Professional (PMP) a plus
  • Thorough knowledge of Microsoft Office products

Essential Duties

  • Accepted as subject matter expert in one or more technical areas; understands CMMS services for Utilities, industry leading solutions, and maintains technical expertise and knowledge up-to-date
  • Help to identify business opportunities, prepare proposals, and win new business
  • Work on multiple delivery teams as required
  • Help lead the acquisition of new key clients/projects being proposed as the Project Manager
  • Further client relationships, prepare proposals and/or be a key contributor in business development prior to award and during client presentations

Lead Controls System Integrator  |   Markham, ON

Position Description:

  • Perform PLC, HMI/SCADA, and historical data reporting/collection programming for various vendor platforms including GE, Rockwell and Schneider for municipal water/wastewater utilities.
  • Configure active network devices including switches, routers, firewalls, radios and Active Directory.
  • Configure required HMI/SCADA software packages, communication drivers and operating system on SCADA servers, workstations and Operator Interface Terminals (OIT) in virtualized and non-virtualized environments.
  • Develop design drawings, bill of materials and specifications for the SCADA system architecture to support the procurement of server/workstation hardware, software packages and licenses and active network devices.
  • Develop client SCADA standards for HMI/SCADA programming, PLC programming, and historical database reporting and collection.
  • Develop factory acceptance test plans, site acceptance test plans, user documentation and training manuals.
  • Lead client witnessed factory acceptance testing, site acceptance testing and onsite commissioning..
  • Assist Controls System Designer in the development of process control narratives and I/O lists.
  • Provide on-call client support to resolve software programming warranty and maintenance issues during business and non-business hours.

    • Must have an advanced understanding of PLC and HMI programming.
    • Experience creating user defined UDTs and function blocks.
    • Ability to modify existing and create new VBA and VB.NET code.
    • Ability to create HMI/PLC standards.
  • Recent project experience performing HMI/SCADA, PLC and historical data collection/reporting programming and onsite commissioning.
  • Experience configuring active network devices, virtualized environments, and Microsoft Operating Systems is a plus.
  • Recent experience with municipal water/wastewater utilities preferred.

Position Description:

  • Develop SCADA/I&C design drawings, conceptual design reports, bill of materials and specifications for municipal water/wastewater utilities.
  • Develop client SCADA standards for control panel design, equipment tagging, instrumentation, process control narratives, process and instrumentation diagrams, field wiring, equipment testing, local and wide area networks and operational data centres.
  • Develop detailed process control narratives for water and wastewater processes.
  • Lead overall co-ordination of SCADA/I&C design effort with multiple parties including internal project team members, client staff, sub-consultants and general contractors.
  • Act as the client’s representative during construction performing contract administration services including coordinating construction schedule and resources, developing implementation (cut over) plans, responding to RFIs, issuing RFQs and addendums, reviewing contractor shop drawings, reviewing contractor progress payments, witnessing equipment testing and performing onsite construction. inspection services.
  • Develop factory acceptance test plans, site acceptance test plans, user documentation and training manuals.
  • Lead client witnessed factory acceptance testing, site acceptance testing and onsite commissioning.

    • Designing control systems utilizing Allen Bradley and GE automation controllers is preferred.

  • 5-10 years of recent Project Management experience.
