    Senior Consultant II – CIS Project Management

      The Senior Consultant II is an integrated part of the WTS Consulting Practice team as an established Project Manager with excellent client-facing skills and the ability to expand client services. The Senior Consultant II assists in Westin’s strategic initiatives, key pursuits, planning and solution development, technical delivery, and project delivery, successfully capturing and executing projects to grow new business and additional revenue. The Senior Consultant II directly manages project staff and ensures quality performance of key functional and technical tasks within budget, schedule, and Westin’s Quality Standards. The Senior Consultant II shall be able to develop “trusted advisor” client relations and help lead strategic project wins where named as the Project Manager. The Senior Consultant II shall also be a key contributor to the National Consulting Practice in developing and defining customer management (CM) service packages, delivery standards, and the One Westin way.

      • 10 plus years of technology-related consulting experience in utilities or public sector agencies, including 5 plus years in a water/wastewater consulting environment

      • Extensive consulting experience in the following: CIS functional & technical requirements definition, CIS software selection, Implementation of modern utility CIS solutions (Advanced, Cayenta, S&S, CC&B, etc.), Customer management business process improvement, Mobile work management, AMR/AMI, Interactive Voice Response (IVR), Customer analytics, System interfaces to ESRI GIS, CMMS, FIS, etc.

      • Managed multiple projects and staff
      • Knowledge of customer management best practices
      • Integrate their CMMS with other information systems to support asset management, CIP, and customer service goals

      • Demonstrated ability to influence and help win competitive projects
      • Proven history of client account development

      Senior Consultant II – CMMS Project Management

        CONTROLS SYSTEM ENGINEER

          The role of the Controls Systems Engineer is to:
        • Develop SCADA/I&C design drawings, conceptual design reports, bill of materials and specifications for municipal water/wastewater utilities.

        • Develop client SCADA standards for control panel design, equipment tagging, instrumentation, process control narratives, process and instrumentation diagrams, field wiring, equipment testing, local and wide area networks and operational data centers.

        • Develop factory acceptance test plans, site acceptance test plans, user documentation and training manuals.

        • Lead client witnessed factory acceptance testing, site acceptance testing and onsite commissioning.

        • Provide on-call client support to resolve design warranty and maintenance issues during business and non-business hours.

        • Participate in business development activities including client meetings, proposal development and developing cost estimates.

        • Develop detailed process control narratives for water and wastewater processes.

        • B.S. in Engineering or related field or equivalent experience

        • 5 -15 years of technical experience:
        • Must have an advanced understanding of PLC and HMI programming.

        • Detailed PLC & SCADA programming required
          5-15 years of technical experience:
        • Developing detailed SCADA/I&C design drawings including control panel layout, I/O termination, control panel power distribution, instrumentation installation, motor control schematics, hardwired backup control circuits, single line diagrams and process and instrumentation diagrams.

        • Developing process control narratives for water and wastewater processes.

        • Developing construction contract tender specifications.

        • Performing contract administration and site supervision services for SCADA/I&C construction contracts.

        • Leading factory acceptance testing, site acceptance testing and onsite commissioning.

        • Co-ordinating with multiple parties on SCADA/I&C projects including internal project team members, client staff, vendors, subconsultants and general contractors.
          Designing control systems utilizing Allen Bradley and GE automation controllers is preferred.

            • Lead client engagements for programs and projects

            • Fill project manager and technical manager roles on projects until workload demands dedicated resources.

            • Provide technical leadership to projects
            • Develop business in the local region
            • Respond to Request for Qualifications and Proposals from potential clients
            • Develop and manage client relationships through meetings, phone calls, conferences, events, etc.
